Guingona bill allows public to comment on pending measures online

MANILA, Philippines – Sen. Teofisto Guingona III has filed a bill that would allow the public to comment on pending measures through email or the internet.

Guingona said that Senate Bill 3300, to be called The Crowdsourcing Act of 2012,” proposes to allow the public to access copies of bills and measures pending before the two chambers of Congress — the Senate and the House of Representatives.

“Crowdsourcing recognizes and allows the individual and collective power of the people, with the use of the internet and/or other information and communications system, to contribute to the formulation, improvement, and creation of laws that benefit the entire nation,” Guingona said.
