House Digital Assets, Fintech Subcommittees to Discuss Future of Digital Assets, Role of SEC and CFTC

The House Financial Services Subcommittee on Digital Assets, Financial Technology, and Artificial Intelligence and the House Agriculture Subcommittee on Commodity Markets, Digital Assets, and Rural Development will hold a joint hearing to discuss the future of digital assets.

Tomorrow (May 6, 2025), the two Subcommittees will meet to discuss “American Innovation and the Future of Digital Assets: A Blueprint for the 21st Century.”

According to the hearing memo, the discussion will focus on the roles of the Securities and Exchange Commission (SEC) and the Commodity Futures Trading Commission (CFTC) regarding the emerging digital asset ecosystem.

A proposed framework to determine when a digital asset is a security, commodity or something else may be shared and a review of primary issuance and the regulation of crypto exchanges will be addressed.

The goal is to concoct a regulatory framework that promotes innovation while ensuring investor protection.

During the Biden Administration, it was investor protection at all costs, ignoring the potential for new technology and the need to remain competitive globally. This was not only a loss for Fintech entrepreneurs but a loss for consumers. Today, things have changed, and the Trump Administration is embracing digital assets. With both the House and the Senate controlled by Republicans, it is very likely that legislation will become law this year.

The witnesses participating in the hearing include some prominent digital asset platforms. They are listed below.

The hearing will be live-streamed on the Committee website or below, beginning at 10AM ET

  • James Rathmell, General Counsel, Haun Ventures
  • Alex Miller, Chief Executive Officer, Hiro Systems
  • Daniel J. Davis, Partner and Co-Chair of Financial Markets and Regulation, Katten and Former General Counsel, Commodity Futures Trading Commission
  • Greg Tusar, Vice President of Institutional Product, Coinbase
  • The Honorable Rostin Behnam, Distinguished Fellow, Psaros Center, Georgetown University, and Former Chairman, U.S. Commodity Futures Trading Commission
