Russia’s State Duma Advances Bill to Regulate Crypto Transactions with Full Transition by 2027

Russia’s lower house of parliament has introduced and advanced legislation aimed at establishing a comprehensive regulatory framework for cryptocurrencies. The move reflects the country’s evolving stance on digital currencies, balancing innovation, economic utility in international trade, and strict oversight to mitigate risks for ordinary citizens.

The draft law, officially known as “On Digital Currency and Digital Rights,” defines cryptocurrencies as a form of property under Russian law. This classification provides legal clarity for ownership and transactions while maintaining key restrictions.

Notably, the legislation upholds the existing prohibition on using digital assets for domestic payments within Russia, preventing them from serving as a substitute for the ruble in everyday commerce.

Instead, the bill opens pathways for controlled use in cross-border activities, particularly foreign trade settlements.

This provision could help Russian businesses bypass certain international payment challenges by enabling crypto in external economic deals, such as contracts involving goods, services, or intellectual property.

Under the proposed rules, all cryptocurrency trading and circulation must occur through licensed intermediaries supervised by the Bank of Russia.

These include regulated exchanges, brokers, asset managers, and other authorized financial entities.

Companies already participating in the central bank’s experimental legal sandbox would benefit from streamlined licensing procedures.

Mining activities would also gain formal recognition, provided operators use Russian infrastructure and register their equipment and output.

Investor protections form a core element of the bill. It introduces a tiered system distinguishing between qualified (professional) and non-qualified (retail) investors.

Non-qualified individuals would face annual purchase limits—reportedly around 300,000 rubles (approximately $4,000)—and may need to pass knowledge tests on risks.

Only highly liquid cryptocurrencies meeting strict criteria, such as substantial market capitalization and trading volume, would likely be available to retail participants.

A key feature is the transition period. While some provisions could activate as early as mid-2026, the full framework—including mandatory use of licensed intermediaries and penalties for unlicensed operations—is slated to take effect by July 1, 2027.

This grace period gives existing operators time to comply, obtain licenses, and shift away from the current grey-market practices.

Unlicensed activities after the deadline could incur significant fines or even criminal penalties akin to those for illegal banking.

The initiative comes amid growing crypto adoption in Russia, driven by needs for alternative cross-border payments amid sanctions and a desire to expand investment options.

Proponents argue it will channel activity into supervised channels, reduce illicit flows, and support legitimate economic uses.

Critics and observers note that retail limits aim to shield everyday citizens from volatility, while allowing institutions and sophisticated players greater flexibility.

The bill has passed its first reading in the State Duma and requires further approvals before becoming law.

If enacted, it would mark a pivotal shift from informal trading to a structured, centrally overseen market. This development underscores Russia’s pragmatic approach: harnessing digital assets for strategic advantages while prioritizing financial stability and regulatory control.
