The United Arab Emirates’ Telecommunications and Digital Government Regulatory Authority (TDRA) has granted Starlink Satellite Communications LLC a 10-year General Space Services License, allowing the company to establish and operate a public satellite communications network in the country.
The license authorizes Starlink to operate and manage the network and provide broadband satellite internet services in the UAE, adding a space-based layer to the country’s national digital infrastructure alongside terrestrial fibre-optic and 5G networks.
The satellite services are expected to diversify internet access options and enhance the resilience, readiness and continuity of the UAE’s national network under various conditions.
The license covers services for individual consumers, businesses and government entities, as well as satellite connectivity for the maritime and aviation sectors, subject to the UAE’s regulatory and technical frameworks.
Satellite connectivity is also expected to support sectors including energy, logistics and emergency response, particularly in areas and situations requiring additional connectivity options.
TDRA said the license forms part of its regulatory approach to emerging technologies and expanding connectivity options and competition in the telecommunications sector.
“This license represents a significant addition to the UAE’s telecommunications sector and reflects the country’s commitment to adopting advanced technologies and fostering a flexible regulatory environment that supports innovation and investment,” TDRA Director General Majed Sultan Al Mesmar said.
Al Mesmar said satellite internet services would expand connectivity options, enhance network resilience and business continuity, and support the UAE’s position as a regional and global hub for telecommunications and the digital economy.
Services provided under the license will be subject to requirements covering security and protection of information infrastructure, service quality, reliability and continuity, consumer rights and data privacy.
Starlink must also comply with the UAE’s spectrum-use regulations and technical coordination requirements with relevant authorities.
TDRA said these requirements form part of its licensing framework for satellite communications and are intended to balance access to advanced technologies with network security and consumer protection.
The regulator said the introduction of satellite internet services is expected to support digital transformation and develop connectivity solutions for vital sectors and areas requiring additional connectivity options.
TDRA regulates the UAE’s telecommunications and information technology sector, including telecommunications competition, consumer rights and radio frequency spectrum. It also oversees aspects of the country’s digital government strategy.
