Canada and the European Union Commit to Linking Instant Payment Systems

At the Canada-European Union Summit held recently in Montréal, industry professionals from both sides announced a shared commitment to advance the connection of their real-time payment infrastructures.

As part of the newly launched Canada-EU Alliance for the Future, the partners agreed to support efforts by the Eurosystem, the Bank of Canada, and Payments Canada to link Canada’s forthcoming Real-Time Rail with Europe’s established instant payment framework, notably the TARGET Instant Payment Settlement system.

The goal is to enable near-real-time cross-border transfers that are faster, less expensive, and more seamless than conventional international wire transfers.

Individuals and businesses in Canada and Europe would be able to move funds between the two economies with greater speed and efficiency, supporting trade, investment, and everyday transactions.

Officials emphasized that such interlinking would make it simpler for Canadians and Europeans to conduct business and transfer money across the Atlantic.

Canada’s Real-Time Rail, developed by Payments Canada, is designed as a modern national payment infrastructure operating 24 hours a day, 365 days a year.

It will allow instant exchange, clearing, and settlement of payments enriched with detailed data, using the international ISO 20022 messaging standard.

This standard is expected to facilitate future interoperability with systems in other markets.

The Real-Time Rail is scheduled to begin launching in the fourth quarter of 2026, with a phased rollout for participating institutions.

Payments Canada has indicated readiness to work with Canadian authorities, the Bank of Canada, and the European Central Bank to turn the interlinking vision into operational reality.

In parallel, Canada and the EU plan to establish a joint working group following the summit.

This group will examine ways to deepen financial sector ties, boost cross-border capital flows, and expand opportunities for banks, insurers, fintech companies, and consumers on both sides.

The initiative aims to reduce barriers, foster competition, and lower costs while preserving robust regulatory oversight and financial stability.

These payment and financial services measures form one element of a broader package of more than twenty initiatives under the Alliance for the Future.

The alliance seeks greater affordability, opportunity, and strategic autonomy through cooperation in areas including critical minerals, energy, defense, digital technologies, and research.

Leaders, including Canadian Prime Minister Mark Carney, European Council President António Costa, and European Commission President Ursula von der Leyen, framed the partnership as a response to a more fragmented and uncertain global environment, building on existing ties such as the Comprehensive Economic and Trade Agreement.

By connecting instant payment systems and exploring greater market access for financial service providers, Canada and the EU aim to strengthen economic resilience and deliver practical benefits to citizens and businesses. Implementation will depend on technical coordination among central banks, payments operators, and regulators in the coming months and years.
