Bank of England Reviews Tokenized Collateral

The Bank of England has announced a consultation on tokenized collateral.

The bank states:

“Tokenization could offer opportunities for quicker and more efficient mobilization and management of collateral, including across jurisdictions. This could support firms to respond more effectively to margin calls, improve collateral management and support innovation in central clearing, contributing to the UK’s wholesale digital financial markets strategy.”

While the existing framework is described as not being an impediment to digital collateral, the consultation aims to “provide greater clarity” on a regulatory approach.

BoE Deputy Governor for Financial StabilitySarah Breeden said the bank was further developing its secondary objective for supporting innovation in financial market infrastructure.

“It’s part of a major agenda between authorities and industry to enable the responsible adoption of tokenization in financial markets.”

The United States is also pursuing clarity on digital collateral. In 2025, the Commodity Futures Trading Commission (CFTC) provided clarity, allowing tokenized versions of eligible collateral to meet regulatory requirements. In July 2026, JP Morgan successfully utilized tokenized securities to settle a margin requirement.

The European Central Bank (ECB) officially began accepting marketable tokenized assets as eligible Eurosystem collateral.

Cross-border rules are also being developed.

Digital collateral is another element of the tokenization or digitization of regulated financial services, which are predicted to become the norm in the next few years.

The consultation paper closes on February 12, 2027.
