Binance Holds “Capacity-Building” Workshop with Securities and Exchange Regulator of Cambodia

On August 17, 2022, Binance and the Securities and Exchange Regulator of Cambodia (SERC) held a workshop designed “to deepen SERC officials’ understanding of the digital asset space.”

Binance has once again “reaffirmed its commitment to establishing productive collaborations with SERC and sharing its vast expertise with those in charge of designing and enforcing rules for digital asset markets.”

The workshop came several weeks after Binance and the SERC had “signed a Memorandum of Understanding.” Such capacity-building events are “part of the ongoing support that Binance provides to the agency as it continues to embrace digital asset innovation and works on building a regulatory framework for blockchain and digital assets in Cambodia.”

H.E. Sou Socheat, Delegate of the Royal Government in Charge as Director-General of the SERC, “presided over the workshop and opened the day with a speech, followed by remarks by Leon Foong, Binance’s APAC Director.”

The capacity building program of the workshop included three blocks:

  • Blockchain and Digital Assets 101
  • Regulating the Digital Asset Industry: Policy Strategies Part 1
  • Regulating the Digital Asset Industry: Policy Strategies Part 2

Some of the key topics covered during the workshop “were the types of digital assets, consumer protection, token listings, DeFi applications, stablecoins, and much more.”

The workshop contributed “to reinforcing the SERC management and officials’ understanding of the intricacies of digital asset markets and provided much-needed insight to the agency that is in the process of developing its approach to financial innovation.”

As covered recently, Binance is pleased to announce that the firm has “received in-principle approval from the Astana Financial Services Authority (AFSA) to operate a digital asset trading facility and provide custody in the Astana International Financial Center (AIFC).”

In-principle approval from AFSA still “requires Binance to complete the full application process.”

Upon the finalization of this step, the company will be able “to operate a digital asset trading facility and provide digital asset custody on the AIFC’s platform.”
