Pakistan based Freelancers to Begin Accepting Payments Indirectly via PayPal as Part of Pilot Program

Pakistan’s Caretaker Federal Minister for IT and Telecom, Dr. Umar Saif said that there are some positive developments to look forward to this year.

During an event called Tech Destination Pakistan, Dr. Umar Saif revealed that starting in February of this year, a pilot project should begin, enabling around 10,000 freelancers in Pakistan to accept digital payments via PayPal.

As reported by local sources, Dr. Saif noted that although PayPal itself is not directly coming to Pakistan, an agreement has been made to channel payments via PayPal through a trusted third-party.

As part of this new initiative, freelancers will not have to open a PayPal account. Instead of following the standard process, individuals based outside the nation can complete payments from their PayPal accounts, and the funds will be securely deposited into the freelancers’ accounts.

He also noted that the government has introduced a process for freelancers so they can open bank accounts. Freelancers simply have to provide some evidence of having accounts on platforms such as Fiverr, Upwork, Elance, Toptal, or Crossover.

Dr. Saif added that freelancers in the IT sector should have a 50% dollar retention policy, meaning they are able to maintain half of their funds in US dollars. They will also get a debit card so they can spend the funds locally or globally.

In addition to these updates, the Pakistani government has set aside funds to launch E-Rozgaar centers across the nation, further supporting hardworking freelancers and entrepreneurs. These centers are to offer various facilities, and aim to boost productivity, while solidifying Pakistan’s digital ecosystem.

As part of the initiative, more than 250 E-Rozgaar Pakistan centers are to be established via public-private partnerships.

This latest development is focused on enhancing inclusivity in the digital, financial, and economic areas by supporting freelancing and entrepreneurship in Pakistan.

Dr. Saif further noted that key decisions to enhance IT education are being taken.

A standardized test for 75,000 IT graduates has been scheduled for January 15. Successful applicants may be offered various job opportunities via the Industry Placement Program. The government will set aside funds to enable industry-focused courses at universities, preparing students for the latest industry trends.
