The GENIUS Act will Bring Back Talent to the US

Punitive policies directed toward digital asset innovation compelled many entrepreneurs to flee the US during the Biden Administration. It is difficult to estimate the extent to which this myopic approach has undermined the Fintech sector in the country, but fortunately, the Trump Administration has embraced this sector of Fintech.

Rich Rines, an early Bitcoin adopter and contributor to the Bitcoin-aligned smart contract blockchain Core, believes the US has taken a crucial step in attracting needed liquidity and startup talent back to the country following the signing of the GENIUS Act into law. While crypto market infrastructure legislation is still in the works, conventional wisdom suggests that a new regulatory ecosystem will become law at some point later this year.

The GENIUS Act marks a significant step toward regulatory clarity for stablecoins in the US It requires ‘payment stablecoin’ issuers to hold cash or T‑bills, undergo regular audits, and offer 1:1 redemption,” says Rines. “US policymakers are signaling support for a compliant dollar-backed stablecoin framework, which could set the standard for global interoperability.”

Rines adds that regulatory clarity will pull liquidity and founders back to the US while exporting US compliance norms abroad. At the same time, offshore issuers may face pressure, and more projects will start to resemble Fintechs.

“Europe has MiCA. Asia remains fragmented. Now the race is on to see whose rules become the global standard. The result will likely be more institutional capital, fewer unstable issuers, and a stronger foundation for USD-backed stablecoins. The real opportunity lies in what gets built on top of those rails.”

The depth of US markets and access to capital makes the country the world’s leading financial marketplace. This holds true for crypto as well. With light at the end of the tunnel the US will enter a golden age of digital asset innovation.
