The AMF announces the appointment of its new Secretary General, Sébastien Raspiller
Following a decision by the Chair of the Autorité des Marchés Financiers (AMF), Sébastien Raspiller will be “appointed Secretary General of the AMF on 16 October 2023.”
He replaces Benoît de Juvigny, who has “held this position for 11 years.”
A graduate of the École Polytechnique and the École Nationale de la Statistique et de l’Administration Économique (Ensae), Sébastien Raspiller (45) reportedly “spent most of his career at Directorate General of the French Treasury, where he has been head of the Financial Sector Department since May 2018.”
Sébastien Raspiller began his career “as an economist at the Institut national de la statistique et des études économiques (INSEE), of which he was Inspector General, in the Markets and Business Strategies division.”
He then joined the French Treasury “as Deputy Head of the Tax Studies Office, before working for two years in the Tax Policy Office at the German Federal Ministry of Finance in Berlin.”
Head of the Insurance Markets and Products Office at the French Treasury from 2009 to 2012, he then “became Secretary General of the Interministerial Committee for Industrial Restructuring (CIRI) and head of the Business Financing and Development Office, before becoming Deputy Director for business financing and the financial market from 2013 to 2018.”
AMF Chair Marie-Anne Barbat-Layani said:
“I have chosen to appoint Sébastien Raspiller as Secretary General of the AMF because of his considerable skills, his personal and managerial qualities, his knowledge of regulation and the financing of the economy, and his European experience. They will be decisive in implementing the AMF’s new strategic orientations and adapting it to the major challenges we face today. The AMF Board expressed its unanimous satisfaction at the announcement of his appointment.”
The AMF Chair also took the opportunity to pay tribute to Benoît de Juvigny.
Marie-Anne Barbat-Layani added:
“Over the past 20 years, including his 11 years as Secretary General, Benoît de Juvigny has dedicated himself to the regulation of financial markets. The Board and I would like to thank him for his day-to-day involvement at a key time in the implementation of a regulatory framework that was considerably strengthened in the wake of the 2008 financial crisis.”
The Secretary General of the AMF is mainly “responsible for the operation and coordination of services, under the authority of the Chair.”
He decides to “initiate investigations and inspections and authorizes investigators and inspectors.” He negotiates and “signs transaction agreements.”
