Russia’s Federal Security Service has formally accused Pavel Durov, the founder of the popular messaging platform Telegram, of facilitating terrorist activities and has issued an international arrest warrant for him.
On July 29, 2026, the FSB announced that Durov, who heads Telegram’s administration, faces charges under a provision of the Russian Criminal Code dealing with assistance to terrorist activity.
The agency stated that the case stems from the platform’s alleged failure to delete numerous channels, chats, and bots.
According to the FSB, these tools were employed by Ukrainian special services as well as by groups it described as terrorist and extremist organizations.
Officials claim the materials were used to organize and coordinate sabotage operations, terrorist acts, mass killings, and cyber-fraud schemes inside Russia, resulting in multiple deaths—including of women and children—and substantial material damage.
The announcement marks a significant escalation in long-running tensions between Russian authorities and the encrypted messaging service.
Telegram, launched in 2013 and now used by more than a billion people worldwide, has remained widely popular in Russia even as the government has sought to limit its reach and promote a state-backed alternative.
Russian officials have repeatedly criticized the app for resisting requests to share data or remove content they deem harmful.
Earlier in 2026, state media had already reported that an investigation targeting Durov was underway on similar grounds.
Durov, who was born in Russia, left the country years ago and holds citizenship of the United Arab Emirates and France. He previously built the social network VKontakte before departing amid pressure from authorities. In recent years he has lived primarily in Dubai.
French investigators have separately examined Telegram over claims that it did not do enough to combat illegal activity on the platform; Durov has consistently denied any wrongdoing in those proceedings.
Legal observers note that placing an individual on an international wanted list is a standard step that can pave the way for formal extradition requests, including through Interpol channels.
The specific charge carries the potential for a lengthy prison sentence under Russian law.
Telegram itself has not issued an immediate public response to the latest developments.
In earlier statements responding to related reports, Durov characterized Russian actions against the app as politically driven efforts to curtail privacy and free expression and to force users onto monitored domestic services.
The move comes against the backdrop of Russia’s broader campaign to tighten control over online communications, particularly since the full-scale invasion of Ukraine began in 2022.
Telegram continues to be used extensively by ordinary citizens, journalists, officials, and combatants on multiple sides of the conflict, making it a focal point for competing claims about security, censorship, and free speech.
While the FSB presents its accusations as a necessary response to real threats, independent verification of the specific allegations regarding Ukrainian intelligence operations and recruitment via particular bots remains limited.
