Subcommittee on Digital Assets & Fintech: The Future of Digital Assets Hearing Posts Witnesses

The Subcommittee on Digital Assets, Financial Technology (Fintech) and Inclusion, has posted the list of witnesses for its hearing on “The Future of Digital Assets: Identifying the Regulatory Gaps in Digital Asset Market Structure.”

The hearing follows the approval by the European Parliament of MiCA or Markets in Crypto Assets legislation that aims to codify rules to enable digital asset innovation in the European Union. Both public and private individuals have mentioned the void of bespoke regulations for digital assets in the US as why Europe has a leg up in competing globally. Some have speculated that the passage of MiCA will encourage US digital asset firms to migrate or set up shop in an EU member state.

Stefan Berger, lead MEP for the MiCA regulation, said the legislation puts the EU at the forefront of the token economy while crafting the “regulatory clarity that does not exist in countries like the US.”

While few details are available for the hearing beyond the date and witnesses, prepared testimony should be available in the next couple of days providing insight as to what will be discussed. The list of witnesses includes some notable organizations within the blockchain/crypto sector.

The hearing is scheduled for this Thursday, April 21, 2023, at 2 PM ET. The event will be live-streamed on the House Financial Services Committee website.

The scheduled witnesses are below.

  • Marta Belcher, President and Chair, Filecoin Foundation
  • Daniel Gorfine, founder & CEO, Gattaca Horizons, LLC; Adjunct Professor of Law, Georgetown University; former Chief Innovation Officer, Commodity Futures Trading Commission
  • Joshua Rivera, General Counsel, Blockchain Capital
  • Zachary Zweihorn, Partner, Davis Polk
  • Hillary Allen, Professor of Law, American University Washington College of Law
